In context, ‘that which he seeketh for’, points back to Paul’s discussions on forgiveness of sins and imputed righteousness.
Romans 4:6-8 Even as David also describeth the blessedness of the man, unto whom God imputeth righteousness without works, 7 Saying, Blessed are they whose iniquities are forgiven, and whose sins are covered. 8 Blessed is the man to whom the Lord will not impute sin.

Forgiveness of sins, towards the nation as a whole, that was to be granted to Israel based upon her repentance, did not come to past. The establishment of the New Covenant with the house of Israel has been put on hold.
Acts 3:19-20 Repent ye therefore, and be converted, that your sins may be blotted out, when the times of refreshing shall come from the presence of the Lord; 20 And he shall send Jesus Christ, which before was preached unto you:

Nothing short of simply spiritualizing the above passages away, clearly shows that God is not yet through with the nation of Israel, nor has the New Covenant yet been established with her! For anyone who thinks that Hebrews 8:10-13, is in fulfillment today, needs to rationally consider this... The whole concept of witnessing today is thrown out the window with just this one statement… “they shall not teach every man his neighbour, and every man his brother, saying, Know the Lord: for all shall know me, from the least to the greatest”.
Have They Stumbled That They Should Fall?
The idea here, expressed in the word ‘fall’, is permanency. The thought that God is through with the nation of Israel, to ever be visited again in fulfillment of covenant promises, is easily refuted on so many levels. The following presents just one line of reasoning and proof that God isn’t through carrying out covenant promises relating to Abraham, Moses and David.

The only way to annul such promises, in the word of God, is to not rightly divide it or in spiritualizing them away! Israel has fallen into a state of blindness in part, till the fullness of the Gentiles to be come in. Israel will someday be regathered to a state of fullness, staged before the eyes of nations!
